SANTA CLARA, Santa Clara County — October 23, 2026. A preapproved accessory dwelling unit drawing may look like a shortcut for homeowners, but Santa Clara imposes eligibility conditions that some project advertisements may overlook. The City of Santa Clara’s preapproved ADU program says it applies to residential-zoned properties with an existing single-family home or duplex. Properties in flood zones or on historic properties do not qualify for its preapproved-plan pathway.

How quickly will the city review a complete application?

The city states an initial review of an accurate, complete, qualifying site-specific permit submittal using an approved plan may be completed within 10 business days after the required fees have been paid, with five business days for subsequent review rounds. These are published review timeframes, not guaranteed construction-start or occupancy dates. Additional utility and site requirements can extend the overall project.

What is actually preapproved?

Participating licensed designers and building companies submit building plans for preapproval. The city reviews plans against applicable building, residential, energy, green and local reach codes. The city then lists eligible vendors, who offer designs to homeowners for purchase. That does not mean the city owns the designs or that the homeowner can reproduce a published floor plan free of charge.

What must a homeowner provide?

Santa Clara requires a site-specific submission showing the unit’s proposed location, property conditions, utility connections, zoning compliance, any solar requirements and other project details. The city’s program directs residents to its preapproved ADU checklist to determine eligibility before contracting with a vendor.

Can a family change a preapproved layout?

Only within the options accepted by the city. The municipal instructions permit limited changes, for example certain window or door details and plan orientation, at the plan-review manager’s discretion. Extensive changes to the floor plan can mean the project no longer qualifies for the streamlined review. Ask the designer to identify precisely what is included in its price, what modifications are allowed and how revisions affect the plan permit.

Why does the 2026 code cycle matter?

Santa Clara cautions that designs may need to be resubmitted when applicable building codes, zoning standards or city policies change. Since California’s latest building-code cycle came into effect in 2026, homeowners should verify that a plan listed in an older brochure remains on the city’s current approved list. A plan can look exactly the same in a marketing image while its actual code documentation requires updates.
